Org. Setting and Reporting: The United Nations Secretariat is seeking a Humanitarian Affairs Officer, P3, to be assigned to the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). Under the overall supervision of the Deputy Special Representative of the Secretary-General (DSRSG) for the Political Affairs and the Strategic Planning and Management Section (SPMS), the Humanitarian Affairs Officer will: 1. Coordinate and manage the implementation of the Mission's humanitarian strategy, ensuring alignment with the UN's humanitarian principles and the Humanitarian Response Plan (HRP). 2. Provide technical expertise and policy advice to the Mission leadership on humanitarian issues, including conflict sensitivity, protection of civilians, and access to humanitarian assistance. 3. Lead the development and implementation of humanitarian advocacy strategies to engage with local, national, and international stakeholders, including humanitarian organizations, civil society, and government entities. 4. Monitor, analyze, and report on humanitarian developments, including trends in displacement, access constraints, and the humanitarian impact of conflict, to inform strategic decision-making. 5. Coordinate with UN agencies, funds, and programmes, as well as NGOs and other humanitarian actors, to ensure a coherent and effective humanitarian response. 6. Support the Mission's engagement in humanitarian coordination mechanisms, such as the Humanitarian Country Team (HCT) and the Inter-Cluster Coordination Group (ICCG), to enhance collaboration and information-sharing. 7. Represent the Mission in humanitarian forums and meetings, both at the country and regional levels, to advocate for humanitarian priorities and mobilize resources. 8. Contribute to the development of the Mission's integrated strategic framework, ensuring that humanitarian considerations are integrated into political, peacekeeping, and peacebuilding efforts. 9. Perform other related duties as required.
